The Alliance Public Library is housed in the Alliance Learning Center which was completed in 1999. The parking lot entrance is located on 18th Street at the front of the building, with a 24-hour drive-up book drop available on the back (east) side of the building off Sweetwater Avenue.

The one-level, handicapped accessible library boasts a large children's area, Technology Room, reading and study areas, outdoor reading patio, and a large multipurpose Community Room. The Alliance Learning Center is a drug and tobacco-free facility.
