 |
The City of Alliance utilizes the Council-Manager form of government, in which the city manager acts as the chief executive officer for the City. The city manager, appointed by the council and serving at their pleasure, is responsible for planning, organizing, staffing, directing, coordinating, researching, and budgeting the operations of the City in order to implement council policies in an efficient and effective manner. |

The manager's office activity also includes the city clerk, who is responsible for recording legislative actions of the city council, assisting the city manager in successfully implementing ordinances and resolutions approved by the city council, and for performing related functions as prescribed by the city council and city manager. In addition, the office is charged with disseminating information to city council, residents, and other interested parties. Implementation of these general functions involves preparation of council minutes, ordinances, resolutions, and referrals, maintenance of the Municipal Code, all official records, city vehicle licenses and titles, and provision of staff support and general secretarial services. |

Personnel The city clerk is also the personnel director for the City of Alliance. The personnel activity is a service agency which coordinates human resource management activities for all city departments. Services include recruitment, selection, and retention of competent employees; maintenance of the classified plan; coordination of training and development; and administration and assistance with employee health benefits. The city clerk performs the tasks is this activity, and thus the salary and benefits are divided equally between the manager's office and this activity. |
