The City of Alliance operates as a Council-Manager form of government. To help describe this governmental form, an explanation of the major roles is appropriate. In the State of Nebraska there are three major persons or groups involved; the city council, city manager, and city clerk. |

City Council |
 |
 |
The city council consists of five members elected at large for four year staggered terms. Every two years the mayor is appointed from the members of the council. The mayor performs ceremonial duties for the city and is the presiding officer at meetings. The city council is responsible for making policy, passing ordinances, approving appropriations, and overseeing, through an appointed manager, the operations of city government. The council is responsible for hiring the city manager and city clerk who in turn carry out the functions of the city. The city council receives some small compensation but essentially serves as the legislative body of the city on a voluntary basis. |

City Manager |

The city manager is hired by the city council as a professional manager of the city government. The manager performs the executive function of government administering the daily affairs of the city. The manager is responsible for implementing council established policies. The manager is also responsible for planning, organizing, staffing, directing, and coordinating the various functions of the city. The city manager is responsible for preparing a proposed budget and presenting it to the city council annually. |

City Clerk |

The city clerk is hired by the city council as a professional qualified to maintain the records of the city. In the City of Alliance this person also serves as the personnel director. |

Other Bodies of Government in the Alliance Area |
 |
 |
Citizens living in the City of Alliance are also served by a number of other government subdivisions. These organizations are not under the control of the City but do affect city taxpayers. These organizations include the Alliance Schools, Box Butte County, the Alliance Airport Authority, and a few others that provide specialized service. |

Alliance Schools |

 |
The Alliance School District provides educational services to persons both inside and outside the corporate limits of the City of Alliance through a school board elected by the voters of the area. The schools are an independent entity responsible to the Alliance School Board. |

Box Butte County |
 |
 |
This organization is similar to the schools in that there are county commissioners which are elected to govern the county and administer its functions. The county provides for the collection of taxes and administration of state laws as well as road maintenance in unincorporated areas of the county. |

Box Butte General Hospital |
 |
 |
Box Butte General Hospital serves the citizens of the county of Box Butte and provides these services primarily on a fee basis. The hospital board members are appointed by the county commissioners and may make request to them for tax levy support. |

Upper-Niobrara White River Natural Resources District |
 |
 |
This organization oversees the natural resources of the Upper-Niobrara White River area. It does levy a property tax to provide revenue for its services. |

Western Nebraska Community College |
 |
 |
Western Nebraska Community College, located in Scottsbluff, provides services in the panhandle area. It does receive property tax money for operations and buildings.
